When someone is using both moisturizer and sunscreen it is always advised to use the moisturizer 1st because moisturizer are meant to be applied relatively moist skin after bath or after washing face or whatever part that been applied upon and sunscreens are meant to be applied about 15 to 20 minutes and half an hour just before they go out. So it is always better to apply the moisturizer 1st and after say half an hour or 45 minutes of gap they can apply the sunscreen before the step out to the sun.
